Ceremonia - Authority

Ceremonia's structure of authority is simple, yet efficient. There is one house of Parliament, ordered in the form of a Monarchy, which is split into two sections. The Upper Parliament, and the Minority Parliament.

The upper Parliament consists of the "Leader" and the 10 "Senates."
The main leader of the community, the "Leader" is the governing power of Ceremonia. He/she alone accounts for 30% of the parliamentary vote, so in the event of an unexpected tyranny, the leader can be out-voted/evicted/over-thrown/etc.

Next are the 10 Senates. They are given a 3% voting percentage each in decisions made in the community. Once a year, each of the Senates elects another of the Senates for Leadership. In the event of a tie, the previous Leader will decide out of the remaining candidates. If the previous Leader is deceased, then the vote will be passed to the Peoples.

The "Minority Parliament" consists of the 21 Peoples, and in rare cases the Community itself.
There are 21 Peoples in the parliament, and each is given a 1% voting power. When a member of the Community wishes to address an issue or wishes for the passing of a vote in the Parliament, that member will bring the issue forward to a Peoples of their choice. The Peoples shall then cast a "Minority Vote" to decide on forwarding the issue to the Upper Parliament. The entire Parliament casts a vote, and if it is passed, then a new law/enforcement/restriction/etc. is enforced.

If in the event of severe corruption, the Community itself may call forward for the passing of a "Revolt." If at least 95% of the Community vote Positive for a Revolt, than a Revolt will take place.

A Revolt is a complete re-structure of the Parliamentary house. All previous Peoples, Senates and The Leader are stripped of their parliamentary positions, and the Community will decide on a new Parliamentary setup. First, 32 Peoples are nominated. These 32 peoples then nominate 11 Senates. These 11 Senates then nominate a Leader. As always, in the event of a tie, the next tier of the Parliamentary house will be included in the vote.

This simple, yet efficient setup ensures that the governing body of Cermonia is Efficient, Equal, and not biased in any way shape or form.
